A record you can trace

This independent archive organizes publicly posted submissions to HHS docket HHS-OASH-2026-0397. It is not an HHS website. The official record remains on Regulations.gov.

Three counts, three different things

• Listed: records returned by the official comment index when it was checked.
• Retrieved: records whose detail response has been imported, including attachment-only records.
• AI summarized: source-matched AI reviews of text that was actually read.

Newly submitted comments may not be public until the agency posts them. Counts here are dated snapshots, not a live submission counter. Missing text or unavailable attachments are not treated as evidence that a concern is absent. Historical withdrawn or restricted entries can remain as metadata, so archived-record and currently listed totals can differ.

Classify the concern, not the person

Each reviewed comment receives one primary topic and may have several additional topics. Every assigned topic has an exact supporting passage. A label means the submission discusses that subject. It is not a medical diagnosis, a fact check, or an assessment of the commenter.

Electromagnetic sensitivity and anomalous health incidents (including Havana syndrome) require explicit discussion. They are not inferred merely from a report of tinnitus, vertigo, or other symptoms. Names appear only when published in the official profile fields. Anonymous commenters and unavailable names are distinguished; no external identity research is performed.

Original text and interpretation stay separate

The archive preserves original comment wording while converting HTML line breaks and entities into readable text. API source fields are retained separately. Summaries attribute reported experiences and causal assertions to their authors. A reported diagnosis is not independently verified by this archive.

Newly imported text can receive keyword suggestions. These are visibly labeled and are not counted as AI summaries. An AI review uses the full text and records its method, time, scope, source hash, and supporting passages. Attachments are included in the review only when their contents were retrieved and read; extraction or OCR limitations must be disclosed.

What the topic totals do—and do not—measure

The totals count classified comments in this snapshot. Categories overlap. They are not numbers of diagnosed patients, disease prevalence estimates, proof of causation, or a representative poll. Separate official comment IDs are retained even when wording is similar. No view is excluded because it disagrees with RF Safe.

Updates and corrections

The importer uses official IDs to prevent duplicate records. Source changes invalidate old summaries until they are reviewed again. Review batches are checked for current hashes, valid categories, and exact source passages before being applied. A halted or incomplete import remains visible in the manifest. Inaccessible attachments keep source links and are marked as unread.
