The CSV may repeat all prior comments. Reconcile by official ID and source content, not row position. Add new records, inspect changed records, avoid double counting, preserve historical snapshots, and review new/changed comments with source-supported tags.
Update the existing RFsafe.net/Here.now archive and the existing ChatGPT preview; save the private source, change report, JSON snapshot and backup. Report additions, changes, pending attachments and publication status. Do not alter unrelated pages or mounts.
